6 August 2024 – The team from the International Institute of Public Policy and Management (INPUMA) and UM Centre for Leadership and Professional Development (UMLEAD) at Universiti Malaya (UM), led by the Executive Director, Datuk Dr Anis Yusal Yusoff, paid a courtesy visit to His Excellency (H.E.) Naiyl M. Latipov, the Ambassador of the Russian Federation to Malaysia. During the visit, Datuk Dr. Anis briefed H.E. Ambassador Naiyl on the upcoming masterclass program organised by INPUMA for the Deputy Prime Minister and senior government officials from the Republic of Tatarstan, Russia. The program focused on best practices and lessons from Malaysia in public policy, governance, and Islamic finance.

In response, H.E. Ambassador Naiyl also expressed warm regards for the commitment of INPUMA UM and Malaysia to the capacity-building program for Tatarstan civil servants, as they could learn a lot from the Malaysian model of multiracial tolerance and practical Islamic governance in banking and investment policy. Datuk Dr Anis also shared his beautiful memories of visiting Moscow and Kazan during his earlier public policy trip at the Kazan Forum in May 2024, where both H.E. Naiyl and Datuk Anis exchanged ideas and explored knowledge-sharing opportunities for both Malaysians and Russians to learn from one another, especially on policies related to heritage management, museums, painting, culture, language, development, and technology.

This year's international training and capacity-building program hosted by INPUMA with government officials from Tatarstan is meaningful since it strengthens ties between Russia and Malaysia in many areas, including higher education training and exchange opportunities in leadership, governance, and public policy between INPUMA and UMLEAD with Kazan Federal University (KFU) and the Russian Presidential Academy of National Economy and Public Administration (RANEPA). It further marks international recognition of INPUMA UM as Malaysia's sole and leading public institution in public policy programmes.
