Datuk Dr. Anis Yusal Yusoff

Datuk Dr. Anis Yusal Yusoff, is currently the Executive Director of the International Institute of Public Policy and Management (INPUMA), UM and the Centre for Leadership and Professional Development (UM LEAD). He was formerly President & CEO of the Malaysia Institute of Integrity (INTEGRITI), Director General of National Department for Good Governance & Integrity (JITN), and Deputy Director General of National Centre for Governance, Integrity & Anti-Corruption (GIACC) of PM's Department. Internationally, Datuk Dr. Anis Yusal has served as an Assistant Resident Representative for United Nations Development Programme (UNDP) in Malaysia, Singapore and Brunei Darussalam, as Programme Specialist for United Nations Volunteers (UNV), Bonn, Germany and as Programme Consultant for Urban Management Programme for Asia & the Pacific Region (UMPAP), a UNDP regional programme.

He is also an Adjunct Professor at the School of Liberal Arts & Sciences at Taylor's University, Adjunct Practice Professor at Sunway University Centre for Planetary Health, Principal Fellow at the Institute of Ethnic Studies, UKM, Associate Fellow at MINDA, UKM and as a Member of the Advisory Board of Tan Sri Omar Centre for Policy Studies at UCSI University. He obtained his PhD at the National University of Malaysia and M.Sc. in Information Management and Technology at Syracuse University, New York.

Dr. Aslam Abd Jalil

Aslam Abd Jalil is a migration and displacement studies scholar who is interested in the issues of marginalised communities including refugees, migrants, and stateless persons. An alumni of INPUMA with Master of Public Policy Dr. Aslam had BBA, (Business Administration) from Australian National University and later completed PhD from the University of Queensland, Australia.

Datuk Prof. Dr. Mohd  Faiz Abdullah

Adjunct Professor

Datuk Professor Dr Mohd Faiz Abdullah is the Chairman of the Institute of Strategic and International Studies (ISIS) Malaysia. Datuk Faiz leads the institute’s policy development and Track-Two diplomacy, including through the ASEAN Institutes of Strategic and International Studies (ASEAN-ISIS) and the Pacific Economic Cooperation Council (PECC). In these roles, he promotes cooperative approaches to global challenges and facilitates open and forthright discussions between regional countries. Additionally, he represents Malaysia at the ASEAN Regional Forum Experts and Eminent Persons (ARF EEP) meetings and serves as Co-Chair of the Council for Security Cooperation in the Asia Pacific (CSCAP).

Datuk Faiz is a distinguished alumnus of the University of Malaya, where he graduated with a Bachelor of Arts (Honours) in English Literature. His subsequent achievements include graduating with a Bachelor of Laws (First Class Honours) from the International Islamic University of Malaysia, where he was awarded the Gold Medal. His commitment to lifelong learning continued with an MBA from the University of Southern Queensland and a PhD in Business Law from Putra Business School. 

As a regular contributor to publications such as The Edge, The New Straits Times, Free Malaysia Today and other prominent media, Datuk Faiz actively engages with current issues, offering his perspectives on foreign affairs, economic competitiveness and governance.

Prof. Dr. Mohammad Tariqur Rahman

Mohammad Tariqur Rahman - is currently serving as a Deputy Executive Director (Development, Research, and Innovation) of the International Institute of Public Policy and Management (INPUMA). Prof Tariq also served as an Associate Dean (Continuing Education) at the Faculty of Dentistry (UM), and founding Chairman of the Department of Pharmacy (East West University, Bangladesh). Prof Tariq has a wide experience of working in the field of Biomedical Science. He served as the Executive Editor of the Annals of Dentistry University of Malaya and Editor in Chief of Bangladesh Journal of Microbiology. In addition to his scholarly publications, Prof Tariq has been a regular contributor in news media expressing his views in various aspects of public interests such as education, health and technology. His opinion pieces are covered in Malaysia and abroad.

Prof Tariq holds an M.Sc. Microbiology (1995) from Dhaka University, an M.Sc. in Biochemistry (1998) and a Ph.D. in Biochemistry (2001) from KU Leuven (Belgium). He also worked as CoE researcher at Fukui Medical University, Japan (2004-2005).

Dr. Mohd Firdaus Abdul Jabbar

Mohd Firdaus Abdul Jabbar (A. J) is a Senior Lecturer at the International Institute of Public Policy and Management (INPUMA), Universiti Malaya. He holds a PhD in Politics and International Relations from the University of Aberdeen, Scotland; a Master’s degree in Strategy and Diplomacy from Universiti Kebangsaan Malaysia (UKM)—a joint programme between the Faculty of Social Sciences and Humanities (FSSK) and the Institute of Diplomacy and Foreign Relations (IDFR), Ministry of Foreign Affairs, Malaysia; and a Bachelor’s degree in Political Science from the same university.
Prior to his appointment as a Senior Lecturer, he was a Visiting Fellow under the UKM–Nippon Foundation Programme at the Institute of Malaysian and International Studies (IKMAS), UKM, where he had also served as a Junior Research Fellow. He later held the position of Special Task Officer to the then-President of the Senate, Tan Sri Dato’ Sri Utama Dr Rais Yatim, at the Parliament of Malaysia, gaining valuable experience in policy discussions, bill drafting, governance processes, and diplomatic engagements.
Firdaus’ research primarily focuses on national security and foreign policy, Latin American politics, and the cultivation of a culture of peace in Costa Rica, analysed through a constructivist lens. To deepen his understanding of Latin American politics and its implications for international relations, he has conducted extensive fieldwork, participated in conferences, and established networks in Mexico and Costa Rica.
His broader academic interests encompass global political dynamics from a postcolonial perspective, with a particular emphasis on debates surrounding Orientalism and Occidentalism. By combining theoretical frameworks with practical applications, his work provides valuable insights into the intersection of history, culture, international relations, and public policy.
He is enthusiastic about supervising students within these research areas, particularly those interested in exploring connections between Latin America and Southeast Asia.5).

Dr. Muhammad Danial Azman

Danial holds a PhD in International Relations (Political Science) from the University of St. Andrews in the UK. During his doctoral training, he was mentored by the late Professor Ian Taylor, an eminent expert in Africa-Asia Politics and Relations and Critical Political Economy. He also received the UM Bright Spark Fellowship, which helped him pursue his PhD. Furthermore, Danial has conducted extensive fieldwork and study visits in various African and Asian countries,

Danial obtained a Bachelor of Arts (Distinction Honours), majored in International and Strategic Studies and minored in East Asian Studies. He received the Ghazali Shafie Book Prize and Dato Panglima Kinta Yusuf Gold Medal for outstanding performance during the 2007 Graduation Ceremony.

Tan Sri Dato' Seri
Dr. Sulaiman Mahboob
 Adjunct Professor

Tan Sri Dato' Seri Dr. Sulaiman Mahbob has a distinguished career in the public service, having served in various ministries and departments. He is currently an Adjunct Professor at INPUMA. He was Chairman of the Malaysian Investment Development Authority (MIDA) where he served twice as Chairman from 2009 to 2012 and from 2022-2024. Presently Tan Sri is a member of the Board of Directors or Malaysian Institute of Economic Research (MIER), Previously Tan Sri has served on the Board of Directors of ISIS Malaysia, Perbadanan Insurans Deposit Malaysia (PIDM) and Malaysian Communications and Multimedia Commission (MCMC).

Tan Sri Dr. Sulaiman once served as Chief Executive Officer of the National Recovery Council and the founding President of the Malaysian Institute of Integrity, 2004-2006. He was Director General of the Economic Planning Unit (EPU) in the Prime Minister's Department from 2006 to 2009.  Tan Sri Dr. Sulaiman graduated with an economics degree (with honors) at the Universiti Malaya before pursuing his studies at London University for his Master. He obtained his PhD at Maxwell School, Syracuse University, New York.

Dr. Adilah Abdul Ghapor

Adilah Abdul Ghapor is a Senior Lecturer at the Department of Decision Science, Faculty of Business and Economics, Universiti Malaya in Kuala Lumpur. She completed her Bachelor's Degree in Mathematical Statistics from Purdue University, Indiana and obtained her Doctoral Degree from Universiti Malaya. Her research interest is on the Statistical Modeling in Mathematical Sciences, focusing on Missing Values, Outliers, and Parameter Estimation. She also works on the application of statistics which also includes socio-economic impact assessment, financial well-being, and issues related with gig economy.

Azizul Amiludin

Azizul Amiludin has served in the financial markets and research industry for twenty years with an 11 year stint at Bank Negara Malaysia (BNM). At BNM, he served in the financial market and investments department including as head of representative office in London. He is also a founding member of the economic research house DM Analytics and asset management firm Redvest. Azizul holds a Bachelors’ degree in engineering from Brown University, Masters in Economics from University Malaya and an LLM in Corporate Finance Law from Westminster University, London.

Dr. Guan  Chan Eng 

Dr. Guan Chan Eng. obtained his PhD in TVET Education Policy from UPM (Malaysia); M.Sc. in TVET Education Policy  from Illinois Urbana-Champaign and B. Tech. in Education  from UTM (Malaysia). Dr. Guan currently serves as the Director of ORBIX International School. Dr. Guan served as a Lecturer at Wawasan Open University, and a Deputy Under Secretary at the Ministry of Higher Education. Dr Guan's area of expertise includes education policy planning and management, and TVET policy design.

Datuk Dr. Ilango Karuppannan obtained his PhD in History from Universiti Malaya (Malaysia); Diploma in Political Science (L’Institut International d’Administration Publique (France); Diploma in Public Administration from INTAN (Malaysia); M.Sc. in Biochemistry from UKM (Malaysia) and B.Sc. from UKM (Malaysia). Professor Dr Maznah Dahlui

Maznah Dahlui is a Public Health Medicine Specialist who had served for several years with the Ministry of Health, Malaysia and was a General Practitioner before becoming an academician in the University of Malaya in 2007. Her specialty is health economics, with a major interest in the economic evaluation of health programs. She had evaluated many of the country’s health policies and programs, working with various ministries in Malaysia such as Ministry of Health, Ministry of Labor, Ministry of Science and Technology and Prime Minister’s Department.

Dr. Raja Noriza Raja Ariffin

Raja Noriza Raja Ariffin is a retired Associate Professor at the Department of Political Science, Public Administration and Development Studies,  Faculty of Business and Economics, UM and former Executive Director of INPUMA.

Dr Norlaili Abdul Aziz

Puan Sri Dr Norlaili Abdul Aziz started her career with the Health Department of the Kuala Lumpur City Hall and continued to serve for more than ten years in various public health areas from maternal and child health, environmental sanitation, epidemiology, food quality control and disease control. She was awarded an EC-ASEAN fellowship to study Food Safety and Hygiene at the University of West of England in Bristol in 1992. Dr Norlaili re-joined the Ministry of Health in 1994 where she could help strengthen the food control programs. Dr Norlaili helped to formulate seven guidelines for food safety which was timely in preparation for the coming 1998 Commonwealth Games in Kuala Lumpur. Her area of interest ranges from family health, urban health, behavioural science to food safety and hygiene. Dr Norlaili joined the academic profession in 2007 after working in the public sector (Local Authorities and Ministry of Health) as a public health officer for about 20 years.
